Returning or relocating within Syria can be challenging. Access to support and services may vary by region. This section helps you find available humanitarian services, understand eligibility, and connect with organizations that can assist you.

Legal centers

UNHCR, through partnerships with national partners, provides free legal assistance to Syrian internally displaced persons (IDPs), returnees, host communities, as well as UNHCR‑registered refugees and asylum‑seekers. The legal services/assistance is delivered through legal centers, community centers, shelters, and mobile/outreach teams operating across multiple locations to ensure access for people in need.

Areas Covered by UNHCR Legal Assistance

UNHCR remains committed to ensuring access to legal remedies and administrative procedures for all people with and for whom UNHCR works, contributing to enhanced protection and long‑term stability. The areas covered by UNHCR’s legal assistance include: 

  • Issuance of personal documentation, including national identity cards and family booklets.
  • Documentation of civil status events, such as birth registration, marriage, divorce, and death.
  • Issuance of housing, land, and property documentation, including proof of ownership.
  • Protection‑related legal issues affecting the safety and rights of vulnerable individuals, particularly women and children.

Community centers

Community centers are friendly spaces for everyone, men, women and children from all ages and backgrounds, offering a variety of protection services. These include legal assistance, education, job skills training, start-up grants, health services, and psychosocial support.

The centre provides programs for child protection, services that prevent gender-based violence and support survivors, and assist those in need. Additionally, the centers offer social, recreational, and awareness activities for the community.
